Mr. Masco R. Settles is MD3’s Founder, Owner, and President. Throughout his 30-year defense civil service career, Masco specialized in advance technology system development and integration, human capital performance enhancement, and organizational startup or re-branding. Masco pioneered several key strategic organizational changes in diversity improvement and rapid procurement and integration of new technology programs for the Navy and Marine Corps. Masco serves his community through coaching, mentoring, and leadership development training.
